If the file is open in an application, it cannot be copied from the Dropbox folder on your PC to the cloud server. However there is an alternative.
If, instead of opening the Dropbox folder, you launch the Dropbox website, you can find the file you want in 'All files' (or, if it's one you've recently added, it'll be in 'Home', under 'Recent').
If you hover the pointer over the file, you get a button to the right, marked 'Share'.
Click on that and you get a dialogue which asks for an email address, but you can just ignore that. At the bottom there is a blue link which says 'Create and copy link' or just 'Copy link', depending on whether a link already exists. Click on that blue link and take it from there.
You end up with the link to that file on your clipboard, and you can paste it into an email.
The recipient can view your file, with the option to download it.
I'm assuming that's what you want to do. It's what I mainly use Dropbox for, to avoid sending emails with enormous attachments.
